Using Finland and Sweden as case studies, it sheds light on the roles of key actors in the open data movement, enabling researchers to understand the key operational elements of data-driven governance. Maxat Kassen is a political scientist and e-government scholar. He is a former Fulbright Scholar at the University of Illinois Chicago, USA. His research focuses on e-government and open data.
