Roger Herschel Zion (1921-2019) was an American politician who served in the United States House of Representatives from Indiana from 1967 through 1975. He lost his bid for re-election in 1974 to Democrat Philip Harold Hayes (b. 1940), who served January 3, 1975 - January 3, 1977. The Hayes sign has clearly been stuck on over the one for Zion.
