He asks what happened over there to let those Republicans get in office? He's glad that they finally got in office, and since he doesn't hear much from home, he's glad of her news. His mother sent him her radio and he's going to send her some money to have the big one fixed. He didn't want her to send the radio since it's a comfort for her to have around. Things are going well and he's studying hard--there's an advancement exam soon and he will be home after that for a short while. The other night the Army was out at school and wanted guys to sign up for active duty, but he decided to let that go as he's decided to stay for awhile. She is to tell Morgan (her husband) hello and to take care of Mom.
