This work apparently was first written almost entirely in French, and published in a Russian translation in 1767. The present edition is a translation of the German text entitled in the bilingual edition of 1767 'Jhrer Kaiserlichen Majestät Catharinae II Instruction für die z Verfertigung des Entwurfs zu einem neuen Gesets-Buche verordnete Commission'.
Largely compiled and adapted by Catherine personally from Montesquieu's 'De l'esprit des loix', Beccaria's 'Traité des délits et des peines', and several other sources.
