Signed at end: Rockingham. Erroneously attributed to Charles Watson Wentworth, Marquis of Rockingham. Rockingham died in 1782 and his honours became extinct as he had no heirs. The text refers to two Bills 'An act for the safety and preservation of his Majesty's person and government' and 'An act for the more effectually preventing seditious meetings' which were discussed in Parliament in 1795.
