A freeman = John Ward Allen.
Text begins: "Gentlemen, the freemen who had promised their votes to Mr. Smith, and those who had not engaged to any party, are earnestly requested to reserve their votes and interests, ..".
A handbill announcing the coming of "a gentleman", the Marquis of Titchfield, as a candidate for Rochester in the 1790 parliamentary election in place of Nathaniel Smith, who had retired from the contest.
