About 10 yrs. before publication of this pamphlet all public houses of prostitution in Berlin had been closed. To compensate the owners, licences were given them to run beer places and amusement halls, which in turn became breeding places for prostitution, after those halls for the lower social levels. Dancing began often in the afternoon, continued until midnight, followed by an intermission for drinking, after that sex-orgies. These places were gold mines for procures. The author makes suggestions to the city authorities: 1. No dancing on Saturday night, 2. Closing at 11 P.M. on Sunday night, 3.
